Mr. Hugh Hilton Todd
The Minister

Mr. Hugh Hilton Todd was appointed Minister of Foreign Affairs and International Cooperation on August 5, 2020. He is also a Member of the Parliament of Guyana.

A former member of the Guyana Defence Force Coast Guard, Mr. Todd attended the Britannia Royal Naval College, Dartmouth, United Kingdom. He served as craft commander, training officer and location commander during his military career.

Having left the army, Mr. Todd initiated and founded a partnership in a cable television company displaying his versality in entrepreneurial skills.
Prior to assuming his responsibilities as Foreign Minister, Mr. Todd served at the University of Guyana. He held the positions of Head of the Department of Business and Management Studies in the Faculty of Social Sciences and Assistant Dean in the School of Entrepreneurship and Business Innovation. He also lectured in Caribbean and Latin American politics in the University’s Graduate School.

Mr. Todd holds a Master of Science Degree in Global Studies from the Institute of International Relations, University of the West Indies as well as a Bachelor of Science degree in Business Management from the University of Guyana. Mr. Todd is published and has presented at academic and technical conferences. He was also a partner in a Think Tank which focused on law, international relations, defense and security.

Mr. Todd brings to his new role, competence in the areas of multilateralism and global governance, new regionalism, liberal internationalism, and small states diplomacy and is pleased to have been given the opportunity.

The Ministry of Foreign Affairs and International Cooperation, in the discharge of its mandate to promote the interests of Guyana within the international community, is committed to preserving the country’s sovereignty and territorial integrity and to contributing to the economic and social development of the Guyanese people. The Ministry is equally committed to promoting the purposes and principles of the UN Charter, maintaining active relationships with the diplomatic community through skilled, dedicated diplomatic and administrative staff, and ensuring effective utilisation of its financial and material resources.
