Mr. President

I thank the Russian Federation for convening today’s open debate and welcome this opportunity for a collective introspection and frank assessment of Multilateral Cooperation, in the interest of a more just, democratic, and sustainable world order.

I have the honour to deliver this statement on behalf of the A3+, namely Algeria, Mozambique, Sierra Leone, and my own country Guyana.

We wish to thank SRSG Carlos Ruiz Massieu for his briefing, and indeed commend him and the team of the UN Monitoring and Verification Mission for their very important work.

I have the honour to deliver this statement on behalf of the A3 Plus members, namely, Algeria, Guyana, Mozambique and my country, Sierra Leone.  I thank Mr. Leonardo Santos Simão, Special Representative and Head of the United Nations Office for West Africa and the Sahel (UNOWAS) for his comprehensive briefing.

Thank you, Mr. President,

I have the honour to deliver this statement on behalf of the A3+, namely, Algeria, Mozambique, Sierra Leone, and my own country Guyana.

The A3+ welcomes the unanimous adoption of resolution 2743 renewing the mandate of the United Nations Integrated Office in Haiti (BINUH) until July 2025. We thank Ecuador and the United States for their continued leadership on this file and for conducting a transparent and consultative negotiation process.

Statement by H.E. Carolyn Rodrigues Birkett, Permanent Representative of Guyana to the UN, at the Security Council Briefing on the "Maintenance of International Peace and Security" (Ukraine)

Thank you, Mr. President,

We thank Acting USG Joyce Msuya and Dr. Volodymyr Zhovnir for their briefings.

We welcome the participation of the Representatives of Ukraine, Poland, and the European Union in today’s meeting. We also extend our condolences to the Government and people of Ukraine, including the families and loved ones of those who were killed and wish for the speedy and full recovery of those injured.
