The Honourable Hugh Hilton Todd, Minister of Foreign Affairs and International Cooperation today delivered opening remarks at the Retreat of the A3+ (Algeria, Sierra Leone, Somalia and Guyana) members of the United Nations Security Council (UNSC).

The Retreat is hosted by the Government of Guyana in Georgetown and will be held over the period February 26 to 28, 2025.

The A3 Mechanism emerged as a coordination mechanism during the 1st High-Level Seminar on Peace and Security in Africa (Oran Seminar) held in Algeria in 2013.

The A3 Mechanism serves as a platform to enable African Member States in the United Nations Security Council to formulate, articulate, and advocate, as a collective on African positions on critical issues within the Security Council, to advance the Region's position in global decision-making.

The A3+ Mechanism emerged in 2020 during the tenure of Saint Vincent and the Grenadines on the United Nations Security Council (2020-2021). With the joining of the A3 and the +1 from the Caribbean, it was considered a natural extension of the longstanding, fraternal, and natural relationship between Africa and the Caribbean.

Guyana is now the second Caribbean Member State to be associated with the A3. The Mechanism finds consensus on matters pertaining to African and Latin American and Caribbean to speak with one voice in the Security Council.

During 2024, the A3+ delivered 106 joint statements and penned or co-penned, in collaboration with other Council members, several successful Council products, including four press statements, and one Presidential Statement.
