Explanation of Position delivered by H.E. Carolyn Rodrigues-Birkett, Permanent Representative of Guyana to the UN, on behalf of the A3+, at the Adoption of UNSC Resolution 2758 Renewing the 2140 Sanctions Regime & Mandate of the Panel of Experts (Yemen)
Thank you, President,
I am delivering this statement on behalf of the A3+, namely Algeria, Mozambique, Sierra Leone, and my own country, Guyana.
The A3+ welcomes the unanimous adoption today of resolution 2758 (2024) renewing the 2140 sanctions regime and mandate of the Panel of Experts supporting the 2140 Sanctions Committee, for an additional year.
We thank the penholder – the United Kingdom, for its their consultative and constructive approach leading up to, and during, the negotiations.
The A3+ attaches high importance to the work of the Committee and the overall effort to hold accountable, those individuals or entities that engage in, or provide support for, acts that threaten the peace, security and stability of Yemen.
We reaffirm our commitment to the unity, sovereignty, independence, and territorial integrity of Yemen, and urge all Yemeni parties to engage constructively under the aegis of the United Nations, to end the conflict and achieve a successful political transition based on the agreed terms of reference.
We remain deeply concerned about the impact of the ongoing regional conflict as well as the illegal attacks against humanitarian workers and vessels in the Red Sea and share the Special Envoy’s concern about the impact of such activities on efforts to implement the political roadmap.
The A3+ continues to strongly believe that an immediate and permanent ceasefire in Gaza remains a critical first step toward lasting peace in the region.
The A3+ condemns the arbitrary detention of aid workers by the Houthis and their continued attacks against commercial and merchant vessels in the Red Sea.
We demand an immediate end to all such illegal activities and welcome the Panel’s continued investigation into all violations of the sanctions measures. In this regard, the A3+ expresses its support for the provisions of resolution 2624 (2022) to enhance the capacity of the Yemeni Coast Guard to effectively contribute to the implementation of the sanctions measures set forth in all relevant resolutions, with full respect for the sovereignty and territorial integrity of Yemen.
The A3+ looks forward to the full implementation of this resolution and renews its commitment to ensuring the security of Yemen and the Yemeni people.
