Statement delivered by His Excellency Amar Bendjama, Permanent Representative of Algeria to the United Nations, on behalf of the A3+, at Security Council meeting on the situation in the Central African Republic

Thank you, Madam President. 

I have the honor to deliver this explanation of vote on behalf of the A3+, namely: Guyana, Mozambique, Sierra Leone, and my own country, Algeria.

We would like to thank the penholder for all the efforts to reach a consensual text.

The A3+ members voted in favor of renewing the mandate of the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), because the Mission is vital in advancing the UN’s stabilization mandate in the CAR. MINUSCA's presence is also essential to support the government's preservation of CAR's positive security developments that have been attained over recent months.

Madam President,

It is worth recalling that the last unanimous adoption dates back to 2020. In this regard, the A3+ welcomes The A3+ is satisfied to see the unity again shown by the Council on the to renew MINUSCA’s mandate.

We continue to view MINUSCA’s role as vital in:

• Supporting the implementation of the Political Agreement for Peace and Reconciliation and the Luanda Roadmap;

• Helping expand State authority;

• Assisting transitional justice mechanisms, and 

• Fostering inter-communal dialogue and promoting national reconciliation.

We equally see MINUSCA’s mandate as critical for assisting in preparing and delivering free, fair, and peaceful local, presidential, and legislative elections, scheduled in 2025 and 2026.

At the same time, we remain disappointed on in the Council’s inability to adopt stronger language on the issue of regarding local procurement in the resolution we have just adopted. We hope that next year, we will be able to strengthen the current language in OP20.

Before concluding, we wish to express our sincere appreciation and support to SRSG Valentine Rugwabiza for her continued dedication.

Finally, we hope that MINUSCA’s work on the ground will meet the expectations of the Government and people of the Central African Republic. We encourage further collaboration to achieve better results in the implementation of MINUSCA’s mandate.
