Statement by H.E. Carolyn Rodrigues-Birkett, Permanent Representative of Guyana to the UN at the Adoption of the Security Council Resolution on Protection of Humanitarian Personnel and United Nations Personnel

Guyana thanks Switzerland for tabling this timely resolution which was successfully adopted.

The adoption of this resolution sends a strong signal of support by the Council for the work of humanitarian and United Nations personnel, particularly in conflict situations. This is of particular significance at this juncture when humanitarians are facing increasing risks. We salute those who have paid the ultimate price, as they themselves have laboured to save lives and express our support and appreciation to those who have continue this arduous work.

The continued violations of international humanitarian law that are being witnessed in many armed conflicts across the globe are unacceptable, including violations directed towards humanitarian and United Nations personnel. Guyana underscores that humanitarian personnel and United Nations personnel must not be harmed and their safety and security must be guaranteed. This is indispensable for the provision of humanitarian relief to millions of civilians in need. Those who perpetuate illegal acts against humanitarians should be held to account.

Recognizing that this year marks the 75th anniversary of the Geneva Conventions of 1949, we urge states that have not done so to ratify the Additional Protocols of 1977 to the Geneva Conventions of 1949.

I will conclude now, Mr President, by reiterating Guyana’s firm and unwavering support for the United Nations Charter, and international law, including international humanitarian law and we urge full implementation of the resolution adopted this morning.
